Oregon HOA reserve study requirements

A plain-language summary of ORS 94.595. Last checked October 2026.

Who it applies to
Homeowners associations of planned communities. Subdivisions recorded before October 23, 1999 come under the study requirement only by board resolution or owner petition. Condominiums are covered by a separate chapter.
How often
Every year: the board must conduct a reserve study, or review and update an existing one.
Who can prepare it
The statute puts the duty on the board and does not require a professional.
What it must contain
All reserve items, the remaining useful life of each, and the cost of maintenance, repair and replacement, worked out using the starting reserve balance, inflation and investment returns. The board must also keep a maintenance plan.

Can a board do its own reserve study in Oregon?

Board may prepare it

Oregon asks the board to conduct or update the study every year and does not require a credentialed preparer, which is the job the workbook is built for.

Your governing documents may set stricter rules than the statute. Check them too.

The workbook

Reserve Study Kit is an Excel workbook that builds a 30-year reserve funding plan from your component list: every year's balance, percent funded, and the contribution that keeps you above your minimum.
